On October 18, co-hosted by the SIRM Renmin University of China, the Informatization Collaborative Innovation Committee of China Software Industry Association, E-government Research Center of Renmin University of China, Key Laboratory of Data Engineering and Knowledge Engineering of Renmin university of China, China Big Data and Information Resource Collaborative Innovation Community , HiLand Think Tanks (Beijing) Information Consulting Co., Ltd., the 2019 China Information Resource Management Forum and the Fourth big Data and Information Resource Management Collaborative Innovation Community Symposium: Big Data Governance and Online Government Services were successfully held in Renmin University of China. The meeting took “Big Data Governance and Online Government Services” as the theme, discussed specific implementation measures of online government services from the perspective of big data governance, and provided theoretical and practical support for innovation and improvement of online government services.
Zhang Bin, dean of the SIRM, made an opening speech and expressed his appreciation to the attendees. He also made a brief introduction to the China Big Data and Information Resources Collaborative Innovation Community. Meanwhile, he elaborated the significance of this conference from the policy background and policy requirements of national online government services.

Rony Medaglia, associate professor of Copenhagen Business School in Denmark gave a keynote speech entitled “Digital Government: Opportunities and Challenges in the Age of Artificial Intelligence”. In the speech, Rony Medaglia gave a brief introduction to his academic experience and latest research outcomes. The main contents of his speech consisted of what digital government is, the provision of digital public services, the issue of digital identity and the power dependence between public-private partnerships (PPP). Rony Medaglia, taking the partnership between the Danish government and the banking sector as an example, elaborated on the three stages of the development of the electronic identity card in Denmark, and explained the main factors of the power dependence between public and private institutions in the governance process of e-ID system sharing by using the metaphor of “dancing the tango”, and further summarized the governance characteristics, models and practical significance of public-private partnership.

Zhou Deming, Chair of Informatization Collaborative Innovation Committee of China Software Industry Association, made a speech on “Interpretation of the Regulation of the State Council on Online Government Services”. From the policy perspective, Professor Zhou Deming made a detailed interpretation of the specific requirements and implementation measures of the State Council’s online government service policy in five main aspects, namely, the goal framework of the integrated online platform, the promotion mechanism of the integrated online platform, the online handling of government service matters, the requirements of government service matters, and the legal requirements of electronic signature and license. Finally, he called for the implementation of the requirements of the State Council to effectively promote the operation of online government services smoothly, healthily and safely.

An Xiaomi, Professor of SIRM and director of E-government Research Center of Renmin University of China, made a report entitled “Online Government Service Innovation Collaboration and Data Governance Internationalization Trend in the Context of Digital Transformation in Government”. She first clarified the online government service and its policy requirements for innovative and collaborative development of data governance under the background of government digital transformation, and introduced the concept of data governance, the problems and challenges of innovative and collaborative development of data governance of online government service, and related research and practical application results. Then, she syntheses the international experiences of Canada, the United States, the United Kingdom, Australia, Ireland, Singapore and other countries from five aspects: digital strategy and the role of data governance; data governance requirements, data acquisition requirements, data sharing and opening requirements in government’s digital transformation policy; data utilization ethics, responsibility and security requirements; e-government file management practice survey. Finally, professor An Xiaomi summarized the internationalization trend and proposed the internationalization development direction from five aspects: innovation collaboration mechanism, framework, approaches, capacity building and implementation plan.

Zheng Lei, professor of School of International Relations and Public Affairs and Director of DMG at Fudan University, delivered a speech on “Government Data Sharing, Openness and Governance”. Professor Zheng Lei starts his talk from the practical problems of filling in forms and proving in government services, analyzed the data sharing and opening modes in traditional services and integrated services, and put forward the data governance mode of cooperative mass creation. Finally, Professor Zheng Lei introduced “2019 China Open Data Forest Index” from two aspects of evaluation index system, index and ranking (provincial, sub provincial and municipal), and put forward three development suggestions for awareness, willingness, laws and regulations, policy, security and data governance problems found in the evaluation.

Deng Pan, senior researcher of Frontier Science and Technology Institute of Beijing University of Aeronautics and Astronautics, made a speech on “Online government services and big Data governance”. She firstly proposed social governance and decision support based on big data from two aspects: fundamental transformation and innovation of thinking mode and cognitive tools, and expert complex of common growth. The second part of her speech introduced the concrete application and actual effect of online government service and big data governance from four cases in terms of traffic governance, population management, industrial economy and macro economy. In the last part of her speech, the corresponding measures are put forward from big data business architecture, business process, business flow and data value-added.
Deng Pan, senior researcher, made a keynote speech on “Research on Some Issues of Data Resources Open and Utilization in the Context of Digital Government”
Wu Shenkuo, the executive director of the International Center of Network Law of Beijing Normal University, made his speech on “Online Government Services and Data Regulatory Compliance”, pointed out that “several regulations of the State Council on online government services” is a systematic milestone to improve the government services and optimize the business environment. First of all, Dr. Wu Shenkuo analyzed the data governance of government services from the two aspects of opportunities and risks related to the new generation of information technology and data governance, and combined with the practical cases in the focus area of data governance. Secondly, he combed the current data governance framework from the perspective of policy strategy, legal norms and other rules related to data governance. Finally, he put forward suggestions on data security regulatory compliance from four aspects: the change of security concept, the setting of risk control strategy, the maintenance of core rights and interests, and the management and control of key risks.
