From May 6 to 10, 2019, the 46th Annual Meeting of the Information and Documentation Technology Committee of the International Organization for Standardization (ISO/TC46) and the Working Meeting of the Archives/Records Management Technical Committee of the Information and Documentation Technology Committee of the International Organization for Standardization (ISO/TC46/SC11) were held in Ottawa, Canada. More than 40 experts and scholars from 13 countries attended the ISO/TC46/SC11 working group meeting. Professor  Xiaomi An and Lecturer Xiaoshuang Jia of our school participated as members of the Chinese delegation.

ISO/TC46/SC11 experts

Till May 2019, ISO/TC46/SC11 has issued 19 international standards, of which Professor Xiaomi An, School of Information Resources Management, Renmin University of China has chaired one and  participated in the formulation and publication of 15 international standards. Professor Xiaomi An has participated in ISO/TC46/SC11 as a registered expert since 2005..


ISO/TC46 Chinese Experts at the Meeting

At this meeting, seven working groups, two special working groups and one coordinating and website editing group under ISO/TC46/SC11 carried out progress report, communication and discussion respectively, and drew up future work plan.
As a member of ISO/TC46/SC11/WG8 (Working Group on Record Management System), Professor Xiaomi An, project leader of ISO/CD 30300 ” Information and documentation – Records management – Core concept and vocabulary “, reported on the voting treatment of ISO/CD 30300 at the WG8 Working Group meeting, and organized and discussed the plan for the next step. As a registered expert of ISO Global Guidelines, Professor Xiaomi An has also participated in the work of the Task Force on Strategic Directions and the Task Force on Risk Management, the Working Group on Identification in Record Management and the Working Group on Record System Design, and has participated in the discussion of relevant topics, and will continue to participate in the international standard-setting of the relevant working.

Jia Xiaoshuang attended the meeting of the working group as an expert of the appraisal working group in record management. ISO/TR: 21946 – Appraisal for management records in record management was officially released in November 2018. This working group meeting mainly discussed the next work plan. At the meeting, it was decided to set up a special working group on record disposal and a special working group on structured data environment to carry out preparatory work for the establishment of new standards.

Lecturer Xiaoshuang Jia attended the ISO/TC46/SC11 General Assembly

At this meeting, Professor An and Xiaoshuang Jia also attended the working group meeting of ISO/TC46 AHG2-Information Governance as experts of the working group. This working group meeting mainly reported on the existing work and discussed the next work plan. The ISO/TC46 meeting decided to dissolve the working group, set up a formal working group to start the work of international standard formulation, and set up a joint working group with IEC/ITU. Professor An and Xiaoshuang Jia will continue to participate in the development of new standards as experts of the working group.

At this meeting, Chinese experts actively contributed. Professor An Xiaomi will continue to preside over ISO:30300 Information and Document Management core concepts and terminology standard-setting work as project leader, participate in a special working group as an expert, and participate in three standard-setting work as a registered expert. Dr. Xiaoshuang Jia will participate in one special working group and two standard ad hoc groups as an expert.
After the meeting, Professor An and her team members were invited to visit the Ottawa City Archives and the Canadian National Library and Preservation Center of Archives. They also held discussions with Paul Henry, the director of the Ottawa City Archives, on accepting internships for international students, and reached a preliminary cooperation intention.
