On the morning of March 14, the Secretary-General Meeting of the National Archives Society was held in Fuzhou in 2019. The meeting was sponsored by the Chinese Archives Society. Duan Dongsheng, former deputy director of the Central Archives Office of the State Archives Bureau and director of the Chinese Archives Society, attended and addressed the meeting. Zhuo Zhaoshui, member of the General Office of the Fujian Provincial Committee, director of the Provincial Archives Bureau and director of the provincial archives, addressed the meeting. Deng Xiaojun, deputy director and secretary-general of the Chinese Archives Society, presided over the meeting and made a Ninety-two participants from 26 provinces, 11 cities with separate plans and sub-provincial city archives societies, China Nuclear Industry Archives Society, China Society of Mechanical and Electronic Weapons and Shipbuilding Industry Archives, as well as some archives and university representatives participated in the meeting. President Zhang Bin (Vice Chairman of the Chinese Archives Society) and Assistant Professor Niu Li (Secretary of the Basic Archives Theory Committee of the Chinese Archives Society) attended the meeting.

 
The director of Zhuo Zhao Water Bureau (Museum) welcomed all the delegates. He pointed out that in recent years, under the correct leadership of provincial Party committees, provincial governments and the strong guidance of the State Archives Bureau, Archivists at all levels in Fujian Province have implemented the "4185" work idea, focusing on optimizing the supply of archives, innovating management mode, consolidating business foundation, improving service level, enhancing the ability of archives management, strengthening the cultural function of archives and enhancing the quality of personnel. We have gained the experience and achievements of archives work with Fujian's distinctive characteristics. He said that he would take this meeting of the Secretary-General of the National Archives Society as an opportunity to upgrade the political position and docking center work in accordance with the requirements of the new system of archives institutions, find the correct job orientation, actively follow-up service, fulfill his duties and enhance the effectiveness of work, and promote the archives work in Fujian to a new level.
Director Duan Dongsheng thanked the provincial government of Fujian Provincial Committee, Fujian Archives Bureau and academic workers for their efforts in convening the conference. He praised that in recent years, the development of archives in Fujian Province has been innovative, especially focusing on training archives leaders, relying on the "archives craftsmen" selection activities to mobilize the enthusiasm of front-line workers, providing fresh experience for the National Archives work, as well as providing useful reference for the reform of archives institutions around the country. He said that in the process of institutional reform, the work of Fujian Provincial Committee Office, Provincial Archives Bureau and Provincial Archives has been linked up and promoted smoothly, and efforts have been made to achieve "no disorder of thought, continuous work, no scattering of teams, no reduction of motivation", setting an example for all regions, and hopefully some provinces will learn from and follow.
Duan Dongsheng stressed that the preparatory work for the new term should be based on seizing opportunities, promoting the development of the society, expanding the scale, optimizing the structure, paying attention to the frontier, improving academic level, emancipating the mind and renewing ideas.
The conference is scheduled for the work plan of the National Archives Society in 2019 and the work of the Chinese Archives Society in its new term. Representatives of Guangdong, Tianjin, Hebei, Fujian, Zhejiang, Beijing and Hunan exchanged speeches on the theme of "How to innovate the working system and mechanism of archives Institutes after the reform of archives institutions and effectively fulfill the responsibilities and requirements entrusted to archives institutes by the new era".
On March 13, President Zhang Bin attended the Ninth Standing Council Meeting of the Eighth Chinese Archives Society to study the issue of the replacement of the Chinese Archives Society.
On the afternoon of March 14, President Zhang Bin, Associate Professor Niu Li, Chairman Duan Dongsheng of China Archives Society and Secretary-General Deng Xiaojun, accompanied by Director Huang Jianfeng of Fujian Archives, went to the School of Social History of Fujian Normal University for investigation.
