From April 20 to 21, 2019, the seminar on Library Science Education in the new era and the National Forum for Doctoral Students in Library Science was held in Wuhan University. The paper "Building a Framework of Characteristic Service Categories of Libraries and Comparisons between China and Foreign Countries", which was jointly completed by Professor Qian Minghui and his doctoral postgraduate Li Tianming, won the second prize for excellent papers.

In the era of big data, in order to further promote the development of Library Science in our country, promote the rapid, healthy development and internationalization of Library Science Education in our country, and facilitate the exchange of academic achievements among doctoral students, Wuhan University has specially held a seminar on Library Science Education in the new era and a national doctoral Library Science Forum on the theme of library science reform and development in the new era: Openness, integration and wisdom. A total of 145 contributions were received. By inviting experts of library science to form a review committee, 94 contributions received from Doctoral Forum were critically reviewed, and 20 awarded papers were selected, including 3 first prize, 6 second prize and 11 Third prize, and awarded at the closing ceremony of the conference.

The article "The Framework Construction of Library Characteristic Service Categories and the Comparison between China and Foreign Countries" constructs the Category Framework of Library Characteristic Service from two dimensions of service development and service innovation, including four types of characteristic services: experience upgrading, resource mining, group segmentation and mode innovation. On this basis, the paper compares four kinds of characteristic services of Libraries in China and abroad. The results show that foreign libraries have more advantages in experiential upgrading services, which are manifested in the fact that foreign libraries are more sensitive to the application of advanced technologies and can quickly find the fit point between these technologies and library services, thus developing services that are conducive to improving the use experience and operational efficiency. On the other three kinds of characteristic services, Chinese and foreign libraries have their own characteristics. As far as resource mining is concerned, domestic libraries tend to develop in accordance with the local economic and social development and the spiritual and cultural needs of the public, while foreign libraries tend to develop from the perspective of social and humanistic care; as far as model innovation is concerned, domestic libraries integrate all parties from their own point of view. Resources, foreign libraries provide more personalized services from the perspective of understanding the diverse needs of users; in terms of reader classification, domestic libraries focus on how to improve the cultural literacy of the whole social group, and to some extent alleviate the digital divide between different groups, while foreign libraries pay more attention to the needs of some marginalized groups. We are committed to providing training, counseling and other information services for the problems encountered by these groups in their lives and careers.

The papers written by Professor Qian Minghui and Ph.D. student Li Tianming can provide reference for the development of characteristic services in domestic libraries, and further enhance the innovation of characteristic services in Chinese libraries. In the process of practice, libraries can grasp the following three points: First, pay attention to the practical application of advanced information technology. Compared with foreign libraries, domestic libraries are slightly conservative in technology application. At present, more technologies are applied in such relatively mature fields as two-dimensional code, cloud computing, virtual machine and big data. The application of new technologies in virtual reality, 3D printing, artificial intelligence and other fields is not as open as that of foreign libraries, so as to enhance service characteristics by applying information technology. Face lost a certain degree of first-mover advantage. Secondly, we can properly jump out of the concept of resource development and service provision with the library as the main body. By cooperating with various social institutions and providing paid information services in the form of a third party, it can not only broaden the source of funds of the library, but also help to integrate the relevant resources inside and outside the library, expand the understanding of library functions of Library staff, and improve the type, scale and experience quality of library's characteristic services. Third, we should pay attention to the demands of all social strata for knowledge acquisition. At present, in addition to providing general services, domestic libraries also give some consideration to the demands of the disabled, children, the elderly and migrant workers, but this is far from enough. The information needs of some marginalized groups should also be considered comprehensively. For example, released prisoners urgently need some livelihood skills and interpretation of relevant policies, and unemployed groups, school examination groups, poor households and so on also have their unique information needs.
