On December 20th, the 3rd "Big Data and Information Resource Management Community Symposium and Big Data Governance Symposium" was successfully held at RUC.

With the theme of “Big Data Governance”, the conference explored the requirements for National Strategy, key issues and solutions related to big data governance. Du Xiaoyong, Director of the Key Laboratory of Data Engineering and Knowledge Engineering, gave a welcome speech.

Professor An Xiaomi, Deputy Director of the Information Technology Professional Committee of Collaboration Innovation of China Software Industry Association, Vice Chairman of the China Big Data and Information Resource Collaborative Innovation Community, and Research Fellow of the Key Laboratory of Data Engineering and Knowledge Engineering, chaired the conference.

Professor Hamid R Ekbia, from Indiana University in Bloomington, first delivered a presentation titled “Artificial Intelligence, Automation and Big Data from a Political economy Perspective”, covering the driving force of AI recovery, current cases of AI applications, the relationship between AI and Political economy，policy issues and legal issues related to big data governance.

Zhou Deming, Director of the Information Technology Professional Committee of Collaboration Innovation of China Software Industry Association, Chairman of the China Big Data and Information Resource Collaborative Innovation Community, starting from the  background of Digital Government Environment and the strategic development needs of e-government, combined with the typical case of big data promoting government service, delivered a presentation titled “Big Data Drives Government Service Transformation”.

Professor An Xiaomi, Deputy Director of the Information Technology Professional Committee of Collaboration Innovation of China Software Industry Association, Vice Chairman of the China Big Data and Information Resource Collaborative Innovation Community, and Research Fellow of the Key Laboratory of Data Engineering and Knowledge Engineering, delivered a presentation titled "Methodology Research on the Construction of Big Data Governance System”, including methodology and related concept definition; related research on the construction of big data governance system; deconstruction, construction and reconstruction of construction methodology of big data governance system; and case analysis and reflection of Guizhou big data governance system.

Shao Guoan, Deputy Director of the Information Technology Professional Committee of Collaboration Innovation of China Software Industry Association and Senior Engineer of the State Information Center, delivered a presentation titled “Requirements for Data Governance and Data Security”. The report began with the definition of terms for data governance and data security, the understanding of data governance, the definition of cyberspace terminology in the United States, the hierarchical security defense reference model, and the cyberspace security subject knowledge system, finally, some problems and ideas for the construction of data security capabilities were proposed.

Mu Yong, Deputy Director of the Beijing Information Resources Management Center delivered a presentation titled “Research on Several Issues of Open Utilization of Data Resources against the background of Digital Government Environment”.

More than 60 guests from government agencies, enterprises and institutions, universities and research institutes attended the meeting. Finally, Chairman Zhou Deming made a concluding speech to the conference and introduced the main member institutions of China Big Data and Information Resource Collaborative Innovation Community and the purpose of establishing the community and their main work.
