On October 25th ,2013, the first research workshop of InterPARES Trust Team Asia was held in the
School of Information Resource Management(SIRM) at Renmin University of China (RUC). The workshop
was chaired by Professor Jian Wang, co-director of Team Asia. Members of the widely known international
collaborative research initiative: The International Research on Permanent Authentic Records in Electronic Systems, which
is in its fourth phase known as InterPARES Trust, came together from all over Asia and the world to
discuss matters of trust in digital records in an increasingly networked society.
A total of 28 participants attended the two meeting sessions. Meeting participants included members
from various international teams of InterPARES Trust as well as Team Asia members, which consisted
of professionals and scholars from the State Archives Administration of the People’s Republic of China, various
provincial archives, universities, and other countries.
The attendees of the first session are as follows: Prof.Huiling Feng, executive vice–president of RUC
and chief professional consultant of Team Asia; Prof. Yi Zhao from the Information Management
Department in Shanghai Campus of Nanjing Political College, also co-investigator of Team Asia; team
collaborators Mr. Shuangcheng Liu, Dr. Hua Fu and Dr. Yingfang Cai, all from the State Archives Administration
of the People’s Republic of China(SAAC); Dr.Wen Li, team co-investigator of Anhui University; Prof. Masahito
Ando from Gakushuin University in Japan and member of Team Asia, and his student Yo Hashimoto;
Ms. Sarah Tam from Hong Kong University; Prof. Yuenan Liu, Associate Profs. Yi Qian, Ming Ren
and Ms. Sixin Xue of SIRM; Mr. Geir Magnus Walderhaug, Prof. Karen Anderson, Associate
Prof. Giovanni Michetti, Mr. Adam Jansen and Dr. Gillian Olive from international teams of InterPARES
Trust; graduate students from SIRM.
Prof. Huiling Feng, executive vice–president of RUC and chief professional consultant of Team Asia,
delivered a warm welcome speech, also conveying her understanding of the project and expectations.
She stressed the importance of trust in society, and the addressed the new challenges trust is
facing in a digital environment. In order to seek solutions to the emerging problems, she
believes that the collaboration between different fields and the combination of theory,
practice and technology is essential, and has high expectations of what Team Asia will achieve
from this new starting point.
In the first session, three scholars from the international team shared both their individual
view and their team’s opinions on trust in the digital age with the workshop participants.
Mr. Adam Jansen from The University of British Columbia gave a report on digital records
and related trust issues in the network society. He addressed the common understanding of
the concept of trust, and introduced the five characteristics and three service models of
cloud computing. Afterwards, he presented the overall objectives and methodology of InterPARES Trust.
Next, Prof. Karen Anderson from Mid Sweden University, also the director of Team Europe,
gave an introduction to the five research domains (infrastructure, security, control,
access, legal) and five research cross domains (terminology, resources, policy,
social/societal issues, education) of InterPARES Trust.
Afterwards, Associate Prof. Giovanni Michetti from The University of British Columbia,
a member of Team North America, demonstrated a model on how Team North America drafted
research proposals, sharing the team’s experience in writing and submitting their team
proposal.
Other members attending the workshop include Mr. Geir Magnus Walderhaug, chair of ICA/SAE and one
of the supporting partners of the project, and Dr. Gillian Olive, Senior Lecturer in Archives and
Records Management at Victoria University of Wellington. Dr. Olive stated modestly that she was here
to learn from Team Asia on how to organize research teams and launch the projects.
Prof. Masahito Ando from Gakushuin University in Japan and member of Team Asia, attended the
work shop with his student Yo Hashimoto. Sarah Tam from Hong Kong University offered to
communicate and establish connections with experts in Hong Kong to help promote the project.
At the end of the first session, on behalf of Team Asia, Prof. Jian Wang extended her high
appreciation to all the participants from the international team for their involvement,
knowledge sharing and generous support. Specially-made gifts bearing the team logo with an
elegant touch of Chinese style was presented to the guests as mementos.
In the second session, the members of Team Asia had a lively discussion on the objectives,
boundaries, and focus of its own research proposal. Professor Jian Wang, co-director of
Team Asia, continued to chair the meeting.
Participants of this session included: Prof. Yi Zhao from the Information Management
Department in Shanghai Campus of Nanjing Political College, also co-investigator of Team Asia;
team collaborators Mr. Shuangcheng Liu, Dr. Hua Fu and Dr. Yingfang Cai,
all from the State Archives Administration of the People’s Republic of China(SAAC); Mr. Yun Fang,
team collaborator and Deputy Director of Tianjing Municipal Archives; Dr.Wen Li, team
co-investigator of Anhui University; Mr. Yo Hashimoto from Gakushuin University in Japan;
Prof. Yuenan Liu and Associate Prof. Yi Qian of SIRM; graduate students from SIRM.
Dr. Hua Fu expressed his ideas on the trust and authenticity issues of electronic
records and the importance of clarifying the differences and similarities between
the two concepts. Mr. Yun Fang and Dr. Yingfang Cai both addressed their concerns
about focusing more on practical problems in archival work fields within the
context of the digital age. Prof. Yuenan Liu and Associate Prof. Yi Qian hold
the opinion that Team Asia could draw inspiration from the research carried
out by Team North America, and integrate new ideas into our own research
foundations. They also proposed the possibility of introducing third-party
certification while dealing with trust issues. Prof. Jian Wang takes
the view that government accountability should be considered as one of
the most crucial research topics in the digital age, and specialists in
law studies should be introduced into the research team. Participants
reached the agreement that being a highly innovative research topic, trust
is an excellent new context for carrying out further research. It is also
a perfect opportunity to promote both theory and practical research in
Asia, and to make Asia’s voice heard in a global world. Team Asia needs
to tailor the topic to its cultures and societies in order to produce
truly useful outcomes applicable in practical work fields
Students and faculty members of SIRM took part in the conference, and the graduate students applied
to become student assistants in the project actively.
The InterPARES (The International Research on Permanent Authentic Records in Electronic
Systems) Project was launched in 1999, and is widely recognized as an international, interdisciplinary,
multisector connection endeavor. The project is based at the School of Library, Archival and Information
Studies at the University of British Columbia, in Vancouver, British Columbia, Canada, and the Project
Director is Dr. Luciana Duranti. Its fourth phase, named InterPARES Trust, comprises six regional
teams formed from universities and organizations, national and multinational, public and private, in North
America, Latin America, Europe, Africa, Australasia, and Asia. Team Asia includes members from
the People’s Republic of China, Japan, Korea, Malaysia and India, and is led by
Prof. Jian Wang and Prof. Li Xie from SIRM, RUC. The formation of Team Asia has received
full support from the State Archives Administration of the People’s Republic of China, and has
invited Prof. Huiling Feng, executive vice–president of RUC, Prof. Guojun Zhao from SIRM
and Prof. Jiye Mao from the Bussiness School at RUC,and Dr. Liangcheng Wang from SAAC
as professional consultants of Team Asia.
