2017 8th China Electronic Records Management Symposium, sponsored by the Electronic Records Management Research Center and the Information Resource Management School of Renmin University of China, was held at the Guoxue Hall of Renmin University of China from December 9th to 10th 2017. The theme of the symposium was “Innovative Electronic Records Management in a New Technology Environment”. More than 200 representatives from scientific research institutes, state archives administration departments, universities and related enterprises in the field of Electronic Records Management gathered at the symposium to share the new developments, new patterns and new thinking of the new technology environments and to cope with the problems faced by China’s electronic records management risks, challenges, opportunities and countermeasures.

Professor Huiling Feng delivered a speech at 2017 8th China Electronic Records Management Symposium and elaborated the three key words of "new technology environment", "electronic records" and "management innovation". She said that a new round of science and technology competitions in the world has been on fire and our nation’s support for science and technology investment and policies have never been more unprecedented. General Secretary Jinping Xi put forward the strategic guideline of "targeting the frontier of science and technology in the world" and "promoting the in-depth integration of the Internet, big data, artificial intelligence and real economy" in the report of the 19th CPC National Congress, which will surely promote the development of informatization in China. The strongest driver of this wave of new technology development and application is information, many of which have the nature of the archives and records. The emergence and application of new technologies have provided many possibilities for electronic records management. Records management has inevitably entered a new technological environment. Nowadays, the concept of electronic record is undergoing dynamic changes. There is no consensus on the concepts of data, information, records and archives. Many countries adopt the principle of preserving the original and worth preserving parts into the management and research of archives and records. This reflects the open and pragmatic philosophy and attitude of records management in the digital age and thus also a kind of wisdom choice suitable for digital transformation of records management.

Mr. Hua Fu pointed out that the 19th Plenum of the Party has made all-round arrangements for the realization of the goal of building socialism with Chinese characteristics in the new era and put forward many new requirements for promoting the Internet and informatization. The emerging new technologies in recent years have posed many new challenges to the development of archives, such as the impacts of the implementation of big data strategy on the existing archives management system, how to manage the government data as evidence in big data , how to store electronic archives under the circumstance of cloud computing vigorously, how to guarantee their security, and whether the blockchain technology as the fidelity technology of electronic archives is feasible or not. In response to these challenges, archives departments must come up with a proper solution. China Electronic Records Management Symposium is an open and innovative platform. Since its establishment, China Electronic Records Management Symposium has conducted extensive and in-depth research on electronic records management and has achieved important results. We hope that this symposium will focus on the wisdom of all people, carry out extensive and in-depth studies on new issues in the new era, and come up with practical solutions to make contributions from perspective of archives to the great goal of "two 100 years" put forward by the 19th CPC National Congress.

Yu Chuanbin stated that the electronic records management work in our country has made positive progress. The pilot projects and the basic theoretical achievements have been remarkable. The integration of electronic records management and various national undertakings has become more and more in-depth. These achievements cannot be achieved without the assistance of experts and scholars. China’s development has entered a new historical position and electronic records management needs to constantly adapt to new changes and new requirements. As a national core strategic resource and precious asset, electronic records are tools and carriers of government management, economic operation and historical heritage in the new era. Electronic records should be scientifically used to improve the ability of state governance and play an active role in various undertakings of the country. Therefore, we should strengthen the innovation of electronic records management theory, promote the legalization and standardization of electronic records management and take the road of socialism electronic records management with Chinese characteristics.
