On December 29, 2007, the final appraisal conference of China Association for Science and Technology Project “Research on Electronic Record Management Mechanism” was held in Renmin University of China(RUC). More than 20 scholars and experts from the appraisal expert group, the project management unit, the unit undertaken the project and the project members participated in the conference.

Wenzhi YANG, deputy director of the Academic Section of China Association for Science and Technology presided over the conference.

Yulong CHEN, Researcher, former director of Expert Office of the National Information Center, National Informationization Expert Consultative Committee Member was the leader of the appraisal expert group.

The appraisal group leader presided over the appraisal, and Professor Huiling FENG, the outstanding contributed expert, School of Information resource Management (SIRM) of Renmin University of China presented her speech on the project background, research development, frame and the technical route, the research method, the main content and the research results. Professor Jian WANG and Professor Xiaomi AN from SIRM each presented speech on the project survey carried home and abroad.

In the expert inquiry phase, experts presented questions on the project achievement utilization, the project final achievement renewal and so on. The project group replied the questions earnestly, passed the expert appraisal successfully, and accepted the advice proposed by the experts.

The expert group highly praised the project: the project was the first to made systemic research on the electronic record management mechanism of China, carried on wholly investigation and classification on the electronic record management situation and problems in China with the historical view of inheriting Chinese civilization, and in the strategic level of the national informationization construction and development. Proposed policy suggestions on further strengthen electronic record scientific management in China by analyzing and absorbing beneficial experience of electronic record management abroad. The basic judgment formed by the project group about electronic record management development condition in China, and the essential countermeasures proposed on constructing electronic record management system in China, both have strong innovation. The suggestion of establishing and perfecting electronic record scientific management mechanism proposed by the project group, had reflected the requirement of development trend of electronic record management in Digital Age, and had strong reference value in advancing the national information resource controlling force, in strengthening national electronic record scientific management. The experts hoped the project members continue to work hard and make more contribution in promoting electronic record scientific management in China.
