Professor Xiaomi An attended the International Symposium on "Electronic Governance Based on Shared Development"

    On October 12, the International Symposium on Electronic Governance Based on Shared Development was held in Wuhan, Hubei Province. The meeting was sponsored by the Ministry of Human Resources and Social Security and Huazhong University of Science and Technology, and co-organized by China Academy of Personnel Sciences and School of Public Administration at Huazhong University of Science and Technology. The conference focused on the shared development of electronic governance theory and practice innovation and how government departments play a role in electronic governance and public service and other issues, aimed at improving social gvernance and public service governance capabilities to promote the improvement of governance in the Asia Pacific region through exchange and discussion on the development of electronic governance theory and practical experiences in different countries.     Professor Xiaomi An from the School of Information Resources Management was the commenter of Session 1 “Employment and Entrepreneurship in the Internet Age”. The fvenue was chaired by Mr. Zhi Li, vice president of China Academy of Personnel. Experts and scholars from Switzerland, Kazakhstan, Chinese government, universities and research institutes offered advices and suggestions on how to improve social governance and public governance capacity at both theoretical and practical levels. Professor Xiaomi An commented from the perspectives of knowledge management and intellectual capital management. She pointed out that there is a serious situation in the job market where the professional talents are not sufficient. The shift from the demand for knowledge talents to capable personnel in the Internet era poses urgent requirements for establishing new thinking. In particular, in the field of entrepreneurship and employment, the government and relevant departments should balance the relationship between general talents and professionals, and establish an interactive platform for technical and employment management and personnel service communication. At the same time, it should establish a synergic sharing mechanism with linkage of multiple departments to promote the solution of social problems produced by hidden young people. In regard to the reform of the human resources and social security system, we must build a new system that is adapted to the times, and reconstruct new concepts of ‘talent,’ ’employment,’ and ‘ entrepreneurship’. We should develop a new mechanism for diversifying sense of identity through the establishment of alliance synergistic innovation mechanism among government, enterprises, colleges and universities and related intermediary organizations. She further emphasized that the future employment and entrepreneurship should be embedded in the development of smart cities, and help building a new ecological environment with open tolerance, self-adaptation and sustainable development, cooperation with multiple stakeholders, and joint participation in common governance and win-win results.

    In the following special meeting in the field of electronic governance and government innovation, Professor Xiaomi An delivered a keynote speech entitled “Construction of big data governance rules system and innovation of government governance”. Based on the project background, research foundation of her team, and her own working experience in IEC, ISO and ITU-T international standardization organizations, Prof. Xiaomi An reported the status quo of big data governance research at home and abroad, analyzed problems and limitations of the rule system construction and government governance innovation, and emphasized data governance rules system construction research on cross-level, cross-regional, cross-domain, cross-system, cross-sectoral and cross-business data integration, technology integration and business integration, and the importance of data life-cycle management and data interaction, mutual trust and mutual recognition of data. She presented cases to propose the linkage between digital continuity management and knowledge services, and argued that the ability structuring in collaborative innovation of big data and information resources is significant for big data governance rules system optimization and governmental governance collaborative innovation. Professor Xiaomi An has been recognized and praised highly by distinguished guests and scholars for her academic rigor, solidity of social surveys, internationalization of theoretical perspectives, and forward-looking academic achievements. At the closing ceremony, Lichia Saner-Yiu, Chairman of the Swiss Economic and Social Development Center, further affirmed the multi-stakeholder collaboration proposed by Professor Xiaomi An to build a community of innovation in ecological environment for employment innovation.

    Promoting electronic governance has become an important part of promoting the construction of a governance system and achieving sustainable development in all countries and regions in the EROPA in the eastern region. More than 180 representatives from 10+ countries and regions including the United States, Switzerland and Denmark as well as Chinese government departments, research institutes and universities attended the conference.
