On Oct 14, 2007, School of Information resource Management (SIRM) in Renmin University of China (RUC) held "Electronic Record Management International Conference & InterPARES3 TEAM China Initiating Conference" in RUC. This was the first conference of InterPARES3 (Sthe third phase of The International Research on Permanent Authentic Records in Electronic Systems) TEAM China held in China. The conference got active responses and wide national participation. Experts and leaders from the State Archives Administration, Chinese Archives Society, Beijing Information Resource Management Center, city archives, archives organization of colleges, companies and enterprises, archives software companies, archives news presses and so on participated in the discussion of hot issues of electronic record management international wide.

The conference began with the enthusiastic opening speech of Professor Huiling FENG, Vice President of RUC (Special Consultant of IP3 TEAM China). Professor FENG sincerely appreciated the attendants of the conference and gave presentation on electronic record management research and projects with plenty data and abundant cases, and also gave important instruction on the research directions and methods of electronic record management research in China. Professor FENG hope Chinese researchers pay high attentions to the international research and learn from the world, build more cooperation relationships world wide. The attendants all agreed with Professor FENG’s speech.

Bin ZHANG, associate dean of SIRM chaired opening ceremony, welcomed attendants on behalf of SIRM. Professor Jian WANG of SIRM, director of InterPARES3 TEAM China, and organizer of this conference introduced the achivements, international influence of the previous two phases of InterPARES project, the research orientation, research goal, framework, work partners, resource advantages, and anticipating achievements of InterPARES3 TEAM China. Professor WANG cordially appreciated attendants’ attentions and supports to InterPARES3, and hoped to build good cooperating mechanism and communicating platforms home and abroad by this chance, perfect organization’s electronic record management performance to affect the world more.

The conference discussed many topics, not only included national electronic record management hot issues and achievements, like top design, mechanism research, information recourse directory system, standard construction, model discussion and so on, but also included the international frontier research, InterPARES international cooperation, ISO15489 international standard, the newest DoD appliance software design assessment standard, system function requirements and so on.

In the national research, Professor Jiazhen LIU from Information Management of Wuhan University made presentation on ‘Record and Archives Integration Management in Electronic System" analyzed obstacles, resolutions and relative research of the record and archives integration management in electronic system. The attendants discussed on the innovations and research methods.

Yuming HUANG, Deputy Director-General of Anhui Provincial Archives (InterPARES3 TEAM China test bed) made presentation on ‘Orientation and Construction of Electronic Record Management Metadata Standard", introduced plenty previous research, orientation and construction of electronic record management metadata standard. The constitution of metadata standard is the indispensable part of electronic record management. The attendants pay high attention to it and discussed ardently on it.

Xueguang Li, advance engineer of Changchun City Archives (InterPARES3 TEAM China test bed) made presentation on ‘Digitalize Archives Utilize Based on Authenticity Guarantee", introduced the basic situation and main methods of archives digitalization of Changchun City Archives, provided valuable experience. The attendants highly appreciated the effective characteristic and policy guarantee measures.
